If that folder is still there, the mod is still installed. Vortex should have deleted it but sometimes doesn't.
If you installed using Vortex, hit the “Remove” button on the mod inside Vortex… BUT afterwards ALSO check the folder “ Hogwarts LegacyPhoenixContentPaks~mods” to make sure there are no folders called something like “XXX-MoreEnemies3X_v1_0_0” (where XXX is a three-letter prefix which depends on how many mods you have installed). If the ~mods directory doesn't exist, create it. The settings for enemies in bandit camps and spider nests are hidden inside the game and can't be changed very easily. Unfortunately this mod will only affect enemies that spawn “in the wild”. I've changed that to add a little variety.) (In the game you often encounter the exact same number of enemies whenever you pass through a certain location. In this mod I have increased the number of enemy NPC's by 3 on average, but it can actually vary from 2X to 4X. This mod takes the simpler approach of merely increasing the number of enemy NPC's, though you could merge this mod with one of my “Tougher Enemies” mods if you want to make things really interesting! 😎 There are several mods out there that seek to address this by making enemies more aggressive or giving them more health. If you add in potions, deadly plants and gear perks… you become quite significantly overpowered compared to your foes. Once you get used to the combat system in Hogwarts Legacy it can become a little too easy to defeat your enemies.
